Министр сельского хозяйства Ербол Карашукеев доложил, что на сегодняшний день пастбищные угодья в РК достигают 183,4 млн га…
На заседании Правительства под председательством Премьер-Министра РК Алихана Смаилова обсуждены меры по обеспечению казахстанцев пастбищами, сообщает пресс-служба Правительства.
Министр сельского хозяйства Ербол Карашукеев доложил, что на сегодняшний день пастбищные угодья в РК достигают 183,4 млн га, в том числе: 82,4 млн га – в землях сельхозназначения, 63,9 млн га – в землях запаса, 21,2 млн га – в землях, прилегающих к населенным пунктам, 15,9 млн га – в землях других категорий (лесной фонд, особо охраняемые природные территории, земли промышленности).
Вместе с тем, по его словам, в 15 областях, особенно в Туркестанской, Кызылординской, Алматинской и Атырауской, личные подсобные хозяйства испытывают нехватку пастбищ для выпаса скота. В частности, это связано с высокими темпами роста поголовья: по КРС за последние 10 лет – от 7,7% до 16% в зависимости от региона.
За прошедший год государству возвращено 5,2 млн га неиспользуемых и выданных с нарушением сельхозземель, что в 10 раз больше, чем в 2021 году (0,4 млн га). После принятия в 2022 году соответствующих мер землепользователи приступили к освоению сельхозземель на площади 1,85 млн га.
16 января в республике запущен геосервис jerkarta.gharysh.kz – интерактивная карта возвращенных государству земельных ресурсов. Она будет ориентиром для граждан при подаче заявления в акимат на предоставление неиспользуемых годами сельхозземель и в целом послужит их своевременному вовлечению в оборот.
С докладами по данной теме также выступили аким Алматинской области Марат Султангазиев и заместитель акима Жетысуской области Алибек Жаканбаев.
Премьер-Министр подчеркнул, что доступность пастбищ является важнейшим элементом развития животноводства и одной из основ обеспечения продовольственной безопасности страны.
«В этих целях с апреля прошлого года действует рабочая комиссия по изъятию неиспользуемых и выданных с нарушением законодательства земель. В прошлом году в пользу государства возвращено 5,2 млн га земель, в том числе 4,8 млн га пастбищных угодий», — сказал Алихан Смаилов.
По его словам, особый импульс данной работе придал указ Главы государства, позволяющий проводить проверки в отношении микро- и малых субъектов бизнеса в сфере АПК.
«В текущем году планируется изъять еще порядка 5 млн га. Немаловажным является изъятие земель сельхозформирований, расположенных вокруг населенных пунктов. Необходимо передать их либо в общественное пользование, либо кооперативам личных подсобных хозяйств. Существующая законодательная база это позволяет», — подчеркнул Премьер-Министр.
Вместе с тем для снижения нагрузки на общие пастбища Алихан Смаилов отметил важность развития отгонного скотоводства и обеспечения отдаленных территорий водой.
«В районах с ограниченным земельным фондом акиматам необходимо проработать вопросы объединения личных хозяйств в кооперативы с организацией стойлового содержания скота. В целом акимам регионов нужно держать на особом контроле вопрос обеспечения пастбищами, в том числе распределение возвращенных земель», — сказал он.
В заключение Премьер-Министр указал на необходимость проводить оценку наличия свободных и неиспользуемых по назначению земель с применением космического мониторинга, для чего требуется активизировать внедрение соответствующей платформы «JerInSpectr», а также усилить контроль за процессами землепользования в целом.
