На встрече с заместителем Премьер-Министра — министром торговли и интеграции РК Сериком Жумангариным в Северо-Казахстанской области аграрии озвучили наболевшие вопросы, сообщили в министерстве торговли и интеграции РК.
Так, председатель правления АО «Атамекен Агро» Кинталь Исламов поднял проблему транспортировки производимой продукции, с которой сталкивается из года в год.
«Спрос есть, товар есть, но доставить не можем, и соответственно, у нас из-за этого сложности. У нас идет подготовка к следующему сезону, полевым работам, нужны деньги, чтобы покупать удобрения, а из-за того, что вагоны не приходят своевременно, не можем получить и деньги вовремя. У нас контракты с европейскими компаниями, которым надо поставить продукцию, а из-за несвоевременных поставок нас штрафуют, а штрафы достаточно большие, до $1 млн доходят. Второй вопрос – по подсолнечнику. Культура новая для СКО, а сейчас ее вместо того, чтобы популяризировать, ставят запреты на вывоз. Предлагаем не вводить квоты, так как это в конечном итоге сказывается на цене производителя», — сказал предприниматель.
Сергей Звольский, директор ТОО «Астык Стем», также высказался о проблемах орошения.
«Мы с 2010 года занимаемся капельным орошением, выросли с 20 до 250 га. А это 50-60 тонн картофеля, 90-100 тонн моркови с одного гектара. На маленьком участке мы можем получать высокие результаты. Наша проблема – ограниченность водных ресурсов. Не можем брать воду в достаточном количестве. Нам говорят, что при потреблении воды со скважин больше 50 кубов в сутки, это уже не вода, а полезное ископаемое. Надо делать изыскания, а это дорого. Есть предложение – распределить объемы потребления воды не по суткам, а по году. Мы поливаем условно 3 месяца в году. В европейских странах этот вопрос вообще неактуален. С СПК работаем 2 года, в прошлом году больше 1000 тонн овощей сдали в стабфонд, в этом году – 700 тонн. Мы даем гарантированные объемы, чтобы у потребителя была дешевая и качественная продукция», — пояснил он.
Ерлан Алпысов, председатель Союза фермеров по СКО, озвучил вопросы объемов и качества удешевленного дизтоплива.
«Ежегодно на весенне-полевые, уборочные работы фермерам выделяется удешевленное дизтопливо, но не выделяется дизтопливо на вспашку паров, заготовку кормов, вывоз органики на поля и другие необходимые работы. При этом 80% топлива поставляется с АНПЗ. Это дизтопливо выходит дорого по транспортировке, не выдерживает морозов. Когда идет уборка и температура опускается ниже ноля, топливо замерзает. Было бы гораздо выгоднее, если бы дизтопливо в СКО выделялось с ПНХЗ», — отметил Е. Алпысов.
Эти и другие поднятые фермерами вопросы Серик Жумангарин обещал изучить и проинформировать о результатах. По дискуссионным, как, например, введение экспортной пошлины и тарифной квоты на семена подсолнуха, пригласил к обсуждению для поиска наиболее приемлемого варианта.
